STAR procedures

Case Manage is identified as the regular eduation teacher of the student being discussed.  If more than one regular educatin teacher is involved, they will decide who is Case Manager.

Responsibilities at the STAR level:
Contact all staff who need to be at the meeting:  regular and special education

Contact parents.  Explain the reason for the meeting and invite them to be involved in the process.

Complete the STAR form; arrange follow-up meeting;  send copy of the STAR form to the Director of Exceptional Education; place a copy of the STAR report in the student's cum file.

Contact any staff not at the meeting who the committee feels should be involved and explain the recommendations related to them.

Insure STAR recommendations are implemented.

If and when the STAR committee moves to a referral, EEN or Non-EEN, and completes the referral form, the appropriate EEN staff person assumes the Case Manager responsibilities. 
If more than one special education teacher is involved, they will decide who is the Case Manager.

DEFINITION OF “AT RISK”

1.    “Children at risk” means pupils in grades 5 to 12 who are at risk of not graduating from high school because they failed the high school graduation test under s.118.30 (1m)(d),
are dropouts, or are two or more of the following:

a) one or more years behind their age group in the number of credits attained
b) two or more years behind their age group in basic skill levels
c) habitual truants, as defined in s.118.16 (1) (a)
d) Parents
e) Adjudicated delinquents
f) 8th grade pupils whose score in each subject area on the examination administered under s.118.30(1m)(am)1. was below the basic level,
8th grade pupils who failed the examination under s.118.30 (1m)(am)2. and 8th grade pupils who failed to be promoted to the 9th grade.

2.    “Dropout” means a child who ceased to attend school, does not attend a public or private school, technical college or home-based private educational program on a full-time basis,
has not graduated from high school and does not have an acceptable excuse under s.118.15 (1) (b) to (d) or (3).

3.    The Team may also determine students to be “At Risk” if the student demonstrates significant academic, social, emotional, and/or behavioral problems.
